The public procurement represents in the EU a huge market, estimated at more than 16% of its GDP – including here all the governmental levels and those of the public agencies. Although it is market where the SMEs should hold an important share, it is acknowledged that they do not fully benefit from the provided opportunities.

The "EU Regional Cooperation for SMEs access to Public Procurement - EuroPROC" project focuses on solving this problem and it is implemented for a period of three years, by a consortium of 11 partner organizations from 10 countries: France, Bulgaria, Poland, Czech Republic, Portugal, Denmark, Italy, Romania, Hungary, and the project leader is ACC1O/COPCA of Spain.

EuroPROC is an innovative project which addresses the SMEs accessing the public procurement market. Its purpose is that of consolidating the role and position of participating within the public procurement system has within the development strategies of the SMEs by adapting and improving the support services provided to the aforementioned.


The objectives of EuroPROC for the SMEs in Europe:
- identifying and capitalizing the opportunities for participating within the public procurement market – a developing market within the European Union.
- improving the competitiveness by participating within the public procurement system.


The objectives of EuroPROC for improving the public policies:
- modifying and adapting the public policies instruments in order to improve the involvement of the SMEs within the public procurement system.
- providing efficient methods in order to eliminate the obstacles encountered by the SMEs on the public procurement market.
